Prime Minister Narendra Modi cut short his visit to Saudi Arabia to return to Delhi and has vowed bring those behind the attack to justice.

Twenty-six people were killed and 17 were injured when suspected militants opened fire at tourists in India's Jammu and Kashmir territory, police said on Wednesday, the worst such attack in the country in nearly two decades.

Prime Minister Narendra Modi of India called the shooting, the worst against civilians in the region for years, a “terror attack” and vowed to bring the perpetrators to justice.
