Cox was the county's longest-serving Sheriff, leading the department from 1932 to 1961. Before becoming Sheriff, he served in the Navy and joined the department as a deputy in 1921, earning a promotion to Undersheriff the next year. He attended McGeorge Law School at night and graduated in 1926. When Cox began, the department had fewer than 40 members.
